Govt aiming to end manual scavenging by December 2010

New Delhi, July 29 (PTI) Nearly 1.18 lakh manual scavengers and their dependents have been identified for rehabilitation under a centrally sponsored scheme, Rajya Sabha was informed today. 18 states and union territories had identified 1.18 lakh manual scavengers and their dependents for giving loans under the Self Employment Scheme for Rehabilitation of Manual Scavengers, Minister of State for Social Justice D Napoleon stated in a written reply to a question in the Upper House. "As reported by the states and states channelising agencies, all the eligible and willing beneficiaries have been given loan under the scheme for taking up alternative occupation," he said. However, states and union territories have been requested to confirm that all beneficiaries have been "suitably" rehabilitated in their alternative occupation, he added. To a question on the number of cities and towns which have become scavenging-free, Napoleon said that only Bihar, Uttar Pradesh and Uttarakhand have reported existence of dry latrines in their states. The Minister said that under Integrated Low Cost Sanitation Scheme (ILCS) of the Ministry of Housing and Urban Poverty Alleviation, dry latrines are converted into "pour flush" latrines for liberating manual scavengers from the practice of carrying night soil. "ILCS aims at conversion of all dry latrines by December 2010," he replied when asked when will the country be free from "this most enslaving, degrading and dehumanising occupation." PTI PKU.
